PM unveils National Recovery Plan

PETALING JAYA, June 15 (Sin Chew Daily) – Prime minister Tan Sri Muhyiddin Yassin unveiled the National Recovery Plan covering four phases and transition of Movement Control Order (MCO) phases in stages.

Muhyiddin said the government will consider implementing the second phase of MCO if daily COVID-19 cases dip below 4,000.

Economic activities will be opened in stages under the second phase of the MCO implementation, allowing staff capacity of up to 80 per cent on premises.

"The positive list approach is continued. Only listed sectors are allowed to operate while those not listed will still be closed.

"The positive list from phase one will also be expanded during phase two by adding some sectors."

Muhyiddin said under Phase 2 of MCO, all social activities and interstate travel will remain disallowed.

Third phase of MCO will be implemented if the country achieves the threshold of fewer than 2,000 COVID-19 cases a day, the public healthcare system is at a comfortable level with a decrease in ICU bed use to adequate levels and 40 per cent of the nation's population has received two doses of vaccine injections.

He said this threshold value is expected to be reached earliest by the end of August.

"During the third phase, all economic sectors will be allowed to operate except for activities listed on the negative list, which are activities that have high risk of causing COVID-19 infection or involving crowds.

"The economic sector will be allowed to operate at 80 per cent capacity as in the second phase and social activities including education and certain sports can begin in stages," he said.

The prime minister also said the Parliament can convene during the third phase of MCO, around September or October, in compliance with tight SOPs.
